
“It’s a great idea, but it would never work at the scale we need.”
If you’ve ever advocated for local or regenerative food systems, you’ve probably heard some version of this response. It reflects one of the most persistent assumptions in conversations about food: that feeding large populations is only possible through the industrial, centralized supply chains we’ve built over the last century.
But what if that assumption is wrong?
For decades, we’ve come to see the linear supply chain as the only practical way to feed growing populations. The idea has become so deeply ingrained that alternatives are dismissed as too small, too fragmented, or too idealistic before they’re seriously considered.
Our challenge is not a lack of viable alternatives. It’s that we’ve become accustomed to thinking of the current system as inevitable rather than one possible way of organizing our food system,
Regenerative supply chains can and do feed people at scale. They just go about achieving it in a different way.
How linear supply chains work
Our current food system operates as a linear chain. Packaging and distribution standards are designed to meet the needs of loading docks and large retail distribution centres. Packaged food brands source ingredients from industrial processing plants that generally source raw ingredients from growers using intensive production methods that rely on agrochemical field applications.
Each stage functions largely as an isolated transaction. Information rarely flows beyond immediate buyers and sellers. Environmental and social costs are externalized - left out of the “profit-loss” calculation. The distance food travels is often difficult to trace, and the relationships between primary producers and the people ultimately eating their food are almost entirely invisible.
Success is measured by moving products efficiently down the chain. The result is a well-manufactured illusion: an abundance of cheap food. We may not count the real costs of this process, but that doesn’t stop us from feeling them.
How regenerative supply chains work
Regenerative supply chains take a fundamentally different approach. In contrast to the linear approach, regenerative models operate as networks. Ecologically responsible growers are connected to households and human-scale businesses through a diverse web of intermediaries. Food hubs, public markets, specialty grocers, online ordering platforms, freezer truck networks, auctions, QR-code-enabled traceability, and even social media.
And the good news? These systems already exist AND are meeting scale.
One of the most common arguments against localized food systems is that they simply cannot produce enough food to feed the world’s population. Such claims are rooted in an enduring narrative that serves vested interests, and they are also demonstrably false.
According to the World Economic Forum, small-scale farms systems already produce roughly half of our food calories while only using 30% of the agricultural land.
A meta-analysis from 118 studies from 51 countries and regions found that 79 percent of studies reported that smaller farms have higher yields and yield is typically lower on larger farms.
In Canada and Europe, small farms, mostly from overseas, contribute nearly 20% to national food needs, mostly from overseas.
Why this matters now
This conversation about how we produce and distribute food has become increasingly urgent. The global food system, optimized for efficiency, is proving remarkably fragile. As the recent report from IPES- Food argues, conflicts, trade disputes, climate shocks, aid cuts, and the breakdown of international institutions are exposing “the fragility of a food system built on just-in-time supply chains and dependence on global markets.” These disruptions are driving food price volatility, corporate profiteering, mounting debt, and rising hunger.
Envisioning a New Path
The IPES-Food report argues that governments must respond by strengthening domestic food systems and building resilient self-reliance. The path forward isn’t about isolationism or protectionism, but rather about investment in diverse, locally rooted agroecological food systems that reduce dependence on fossil fuels, external inputs, and increasingly unstable global markets.
Instead of asking how to make our existing supply chains slightly less harmful we should ask how they can actively regenerate ecosystems, economies, and communities.
So what makes a supply chain regenerative? Nature provides a useful blueprint.
Healthy ecosystems do not rely on a single dominant actor optimizing for maximum output. They thrive due to the cooperation of countless organisms, exchanging resources, adapting to changing conditions and creating value for one another.
Regenerative supply chains borrow these principles, recognizing that long-term success relies upon strengthening the health of the whole system. Members see the benefits of collectively contributing to improvements in social-ecological systems despite self-interested incentives in competitive marketplaces.
Several values distinguish these supply chains:
Circular
In natural systems, one organism’s by-product becomes another’s resource. Regenerative supply chains seek similar opportunities to capture value rather than discard it.
Toronto’s Spent Goods demonstrates this principle by transforming spent grain from local breweries into bread, reducing methane emissions while creating new local jobs and additional revenue streams from what would otherwise become waste.
Energy Efficient
Nature accomplishes extraordinary productivity while using remarkably little energy. Regenerative supply chains seek to maximize the value created from existing resources rather than constantly creating and consuming new ones.
The Depanneur offers a compelling example. Operating out of Toronto’s Centre for Social Innovation, it functions as a communal dining space several days a week. In non-operating hours all assets of this space are available to the community of the CSI who enjoy the benefits of it as a gathering place and learning site for cooking
Restorative
Perhaps the defining characteristic of regeneration is that it improves the system it depends upon. Regenerative Supply chain members purposefully access, process, and transform degraded or misplaced resources to remediate harm to social-ecological systems and promote self-renewal.
Graze & Gather local farm delivery illustrates this approach. Having emerged from a collective of biodynamic growers to build a delivery business that is rooted in connection, they connect all points in the supply chain from organisms in the soil to the happy customer at the driveway. The customers of G & G are supporting this healing process through their purchasing behaviour.
Cooperative
Regenerative supply chains also challenge conventional thinking about competition.
Traditional economic models encourage organizations to differentiate themselves through scarcity, proprietary knowledge, and market dominance. Regenerative systems recognize that many of society’s greatest challenges – from food insecurity to climate resilience – cannot be solved by isolated actors competing independently.
Instead, competitive advantage increasingly comes from strengthening the capacity of an entire region.
Open collaboration, shared learning, and collective governance enable farmers, processors, distributors, retailers, researchers, and communities to innovate together. As each participant becomes stronger, the entire regional food economy becomes more resilient

This is already visible in places where local food systems become defining regional assets. Look to Prince Edward Island’s thriving culinary tourism, with Chef Michael Smith’s Inn at the Bay Fortune. When a region has a thriving localized food system that serves the community’s need for nourishment and connection, we see the ingredients for an industry that celebrates that.
Canada’s Food System, Canada’s Choice
The question is no longer whether regenerative supply chains can compete. The question is whether our policy will enable them to flourish.
Canada now has an opportunity to rethink not only what our food system produces but how it is organized.
The recently announced National Strategy on Food Security is expected to support the growth of food hubs and strengthen domestic food infrastructure across the country. This represents a rare opportunity to shape the next generation of Canada’s food system.
But will we simply recreate the same linear supply chains at a regional scale where transparency and accountability is obscured, missing this ‘once in a generation’ opportunity to introduce standards that Canadian households care about? Or will we design systems that intentionally regenerate ecological health, strengthen communities and create lasting regional prosperity?
To date, public policy, private markets, and physical infrastructure have not been designed to support and incentivize regeneration.
But we have a choice. Canada’s new strategy can define the success of our food system in new and more relevant terms. It can be designed to drive outcomes that: :
Focusing on these outcomes is a ‘once in a generation’ opportunity to reorient Canada’s food system to truly serve human needs and future generations. If Canada is serious about building a food system that can withstand climate disruption, geopolitical uncertainty, and rising public expectations around health and sustainability, the answer is not to replicate the status quo. We must design a next generation model built on regenerative, local food economies and optimized for social value.
